About Us

Financial Administration is a main part of any administration.  The Task Force of the Government of India in the year 1965 recommended Central Government as well as all the State Government to constitute separate Finance / Accounts Service for better Financial Management of the Government.  Accepting recommendation this Service was constituted in the year 1971.  Since then the Officers of WBA & AS are silently contributing major resources to State Administration.  The Officers of this Service ensure enhancement of accountability major resources to State Administration.  The Officers of this Service ensure enhancement of accountability of the executives by carrying out internal audit in Government as well as Public Sectors and providing accounting services to the State Government.  The Service is responsible for establishing and maintaining a technically sound management accounting system in State Government.

Contributions of the WBA & AS in the State Administration

• Better management of financial administration and Treasuries in West Bengal including Introduction of IFMS and result of which CSI Nihilent e-Governance Award 2014-2015 and Skoch order of Merit- 2015.
• Streamlining of payments directly to the beneficiaries and also introduction of new system of Financial Management in works Department by replacing old L.O.C system.
• Streamlining of the pension payments including Teachers.
• Introduction of Digital Tender procedure which ultimately brings the transparent procedure in Tender.
• Better financial management of the Public Distribution System.
• Accounting and Financial Reforms of the Urban Local Bodies in West Bengal.
• Financial Management in the Health Care System of the State.
• Internal Control and Introduction of Double Entry Accounting System in the Panchayeti Raj Institutions and Local Bodies.
• Revision of different Financial Rules of the Government including developing of

i- Budget.

The officers of this Service are functioning in different capacities in different organisations like Treasury Officer in Treasury, Pay & Accounts Officer in Pay & Accounts Office, Drawing & Disbursing Officer in different Departments, Offices, Hospitals etc., Finance Officer in Universities, Chief Accounts Officer in different Public Sector Undertakings, Controller of Finance Officer in Universities, Chief Accounts Officer in different Public Sector Undertakings, Controller of Finance / Finance Officers in different Panchayeti Raj Institutions, Municipalities, Autonomous Bodies,.  The post of Financial Advisors in different Departments is now mainly held from this service.
